Process

1. Determine scope: Ask user if the question is about a specific project or all projects
2. Load context: Read the relevant _index.json and PROJECT.md files
3. Search: Use the index to find relevant notes
4. Deep dive: Read specific notes if needed for detailed answers
5. Respond: Provide answers with references to source notes
