Delegated continuation

When invoked by delivery with a selected standing mandate, apply delegated source-preserving planning/sizing decisions without repeated approval. External issue creation, edits and relationships require exact covering effect grants and saved previews/readback. A recommendation alone supplies no authority.

Create one durable source issue from an agreed specification. This skill does not author an acceptance contract, split work, or create child tickets. Use plan-acceptance to turn the resulting issue and source spec into a versioned contract.

Local work and durable records

Use the filesystem protocol and python3 <skill-dir>/scripts/p2p_filesystem.py --repo <root> resolve .p2p/work/<slug>/contract.md to resolve paths. Save reports with save .p2p/work/<slug>/contract.md <report-name> --from <file> to retain history before replacement.
