The scripts/load_policy_contract.py tool fetches a JSON policy at runtime from https://cihook.heyeddi.com/api/public/eddi-ci-policy and uses that returned "knobs"/contract to drive agent behavior and allowed pipeline knobs, so this external URL is a runtime dependency that directly controls agent instructions.
