Government work punishes improvisation. The job is to identify the governing source, separate hard requirements from soft signals, translate formal language into concrete actions, and keep uncertainty visible instead of guessed away.

Gather the minimum context first

Identify:

• jurisdiction, agency, program, and document type
• the governing source document and any amendments or FAQs
• the decision needed: pursue, bid, comply, clarify, escalate, or defer
• mandatory deadlines, submission mechanics, and disqualifiers
• eligibility gates, certifications, registrations, security, or socioeconomic constraints
• evaluation criteria, award structure, contract vehicle, and period of performance if relevant
• known stakeholders, approvals, partners, and internal delivery limits

If the governing document is missing, say so early. Do not pretend secondary summaries are enough.
