Objective

Produce a current, evidence-bounded repository-state report and route the next operation to exactly one owning skill when possible.

Use When

• The request is to inspect, classify, diagnose, or explain current Git state.
• Another workflow needs a read-only preflight before mutation.
• HEAD, branch ownership, worktree occupancy, sequencer state, or remote knowledge is unclear.
