Protocol

1. Analyze current spend by service, account, and tag.
2. Design cost allocation strategy (tags, accounts, cost centers).
3. Optimize compute (right-sizing, spot, reserved, savings plans).
4. Optimize storage (lifecycle policies, tiering, compression).
5. Reduce data transfer costs.
6. Set up budgets and anomaly detection.
7. Identify and eliminate waste.
