The skill includes runtime-executed external dependencies: the GitHub Actions step that pulls/actions uses actions/checkout@v4 (SKILL.md line 237) which is fetched and executed at workflow runtime, and the ArgoCD manifest points repoURL https://github.com/example/app (SKILL.md line 268) which ArgoCD will fetch at runtime to apply manifests; both cause remote code/content to be executed or deployed.
