Evaluate and Tighten Skills

A skill is its directory, not SKILL.md alone — SKILL.md plus every references/, scripts/, assets/, and other bundled file it contains (see the plugin-creator:agentskills skill's "SKILL.md Format" section for the full spec). Everywhere below that names "the skill" or "the target skill" means that whole directory. A section, sentence, or instruction under evaluation can live in SKILL.md or in any bundled file it materially references — both are in scope for every step of this procedure, not SKILL.md's own prose only.

Make an existing skill as light as possible without removing behavior that contributes to its purpose.

This is a pre-eval pruning pass. Do not run the skill's full benchmark or optimization loop here.
