Announce at start: "Using the ratchet skill to set up guardrails in this project."

Preconditions

• The user invoked /ratchet, or asked to set up, retrofit or update guardrails in a project. The current directory is that project.
• In an existing project, tighten enforcement one step at a time. Never loosen a gate and never overwrite human work.
