Purpose

Use this skill to coordinate quality work across ESLint, SonarQube, dead-code cleanup, and technical debt.

This is a mother skill. It does not replace specialized quality skills. It tells an agent which quality primitive to use, in what order to apply it, and when the work should stay as a debt hop instead of becoming a broad refactor.

The core rule is simple:

Pick the quality primitive that matches the risk, the codebase, and the scope of the hop.
