Role

REQUIRED: read sibling ROLE.md (secretary default, grant rule, hybrid ban, config paths).

Recipe

1. Interview one topic at a time: first the roles, then per role its anti-goals, then per role its energy constraints.
2. Write/update file at layout charter path / config charter_path.
3. Suggest area gaps if roles lack areas.
4. Set next_review (~yearly).

Done when

Charter file exists; every role carries at least one anti-goal and one energy constraint.
