REQUIRED: read sibling ROLE.md (secretary default, grant rule, hybrid ban, config paths).

Recipe

1. Skim weeklies + charter with user.
2. Shipped / killed lists.
3. Draft ≤3 themes and ≤5 commitments — PROPOSED.
4. Propose project open/pause to match — confirm before apply.
5. Write quarterly file.
6. Charter drift → name life-charter for the user to run.

Done when

Quarterly file exists; commitments PROPOSED or confirmed; portfolio suggestions not silently applied.
