Create Ticket

Read /writing-for-humans skill first. It carries the title, the shape, the evidence rules, and the de-slopping pass. This skill adds only what a ticket needs on top.

Filing is its own step. "Create a ticket for X" starts a draft; it is not permission to file. Nothing reaches the tracker until the user says so.

What every ticket answers

Two headings. A developer on their first day can act on both.

One sentence the reader can tick off.
