Purpose
Guide the systematic improvement of requirements engineering practices across an organization or project team. Use this when requirements problems recur -- missed requirements, ambiguous specifications, uncontrolled changes, inadequate reviews -- and ad hoc fixes are not working.
This is not a one-time assessment. It is a continuous improvement cycle: assess, plan, pilot, measure, repeat. The goal is to move from reactive firefighting to a defined, measured, and continuously improving RE process.
