The setup script writes a .pre-commit-config.yaml that references remote hook repos (https://github.com/pre-commit/pre-commit-hooks, https://github.com/astral-sh/ruff-pre-commit, https://github.com/compilerla/conventional-pre-commit) which will be fetched by pre-commit and run as hook code during commits, so these URLs are runtime external dependencies that execute remote code.
