ITU-T Patent Policy and IPR Procedures
Overview
ITU-T, together with ITU-R, ISO and IEC, operates under a Common Patent Policy that governs how patented technology is handled in international standards. The policy is commitment-based: it requires disclosure of known patents and seeks licensing commitments from patent holders.
Key principle: A patent embodied in a Recommendation must be accessible to everybody without undue constraints. ITU does not evaluate patent essentiality, interfere with negotiations, or settle disputes.
