SUSPICIOUS. The core purpose and most capabilities are coherent for a data-driver CLI, and the publisher/domain relationship appears same-org. Risk comes from remote-script installation, arbitrary JAR download support, credential-heavy connection setup, and transitive skill generation/loading. This looks more like a legitimate but high-trust vendor workflow than confirmed malware.
