Foam-Agent setup and health check

The foamagent MCP server runs in Docker and needs no API key. This skill gets it from "nothing works" to "healthy" with the minimum number of steps. Work through the checks IN ORDER — each assumes the previous ones passed. (No Foam-Agent clone on this machine? Skip to the global install path.)

When to run this — conditionally, not ritually: on first setup of a fresh clone or machine, after an update, or when the foamagent tools stop responding mid-session. A healthy setup needs no per-session preflight — if the tools answer, skip straight to work.

Shortcut: the doctor runs checks 2–5 below deterministically (read-only) and prints exact fix commands — run it first to see where things stand, then work the failing step here. In a clone that is python scripts/doctor.py; on a global install the doctor travels with this skill: python <this-skill's-directory>/references/doctor.py.
