Write Comment

Entry and scope

Start only when the user explicitly invokes Write Comment or $write-comment. Do not select this skill automatically from a comment request, URL, task similarity, or another skill's suggestion.
Keep allow_implicit_invocation: false.
If explicitly invoked outside Plan Mode for a new draft, ask the user to switch to Plan Mode before drafting.
Continue an approved plan outside Plan Mode without requiring another invocation.
Creating, editing, or discussing this skill does not start its commenting workflow or authorize publication.
Cover comments addressed to people, including GitHub issue and PR comments, inline review comments, forum replies, and social replies. Exclude source-code comments and docstrings.
Preserve draft-only restrictions. A mode change alone does not authorize publication.
Posting a comment does not authorize editing other comments, approving a PR, requesting changes, closing an issue, or changing code.
