4dx-d1-wig-formulation — Formulate a WIG across all roles (multi-scope, two interaction modes)

Mission

Coach or audit the user through the D1 act of formulating a Wildly Important Goal. The skill supports two interaction protocols across three actor-scopes:

• Coach-mode (Socratic, from zero) — runs in three scopes: solo defining a personal WIG; team-leader selecting Primary WIG; team- member comprehending an inherited WIG.
• Audit-mode (consultant, on existing artifact) — runs when the user provides a WIG draft / candidates for D1-only diagnostic, with optional stakeholder critique mapped to 4DX rules.
