At runtime the skill fetches and ingests outsider-authored GitHub review comment text (including bodies and suggestion blocks) via scripts/fetch-pr-data.sh (GraphQL fields reviews.body, reviewThreads.comments[].body) for use in Steps 2–4, and can also run that logic per-PR in --all dispatch.
