Implementation Plan

Orchestrate creation of a greenfield planned-feature file set: SPEC.md, lightweight tasks.json registry, package Markdown, declared proof/report paths, and proof placeholders when dispatch is next.

Important boundary: this skill is the orchestration surface. When artifact writing is needed, hand a fresh planner agent a compact packet and references/planner-agent-contract.md; do not draft .tasks/<feature>/ artifacts inline in the current conversation.

The eager workflow should be enough to orient planning. Load references only at the step where their rules are required; do not preload references merely because they are named.
