/dump - Action Wrapper for /capture --deep

/dump is not a separate capture engine. It invokes /capture --deep, renders the shared lifecycle ledger, then takes the obvious next lifecycle action only when the ledger proves the row is durable and write-authorized.

Use capture's patch-and-route protocol: reconcile each material row against prior art, update its existing home, and clear it from the active queue only after checking the destination. Retain source history and use capture's size/structure/projection rule for YAML and JSON.
