Step 0: Mode Selection

Before doing anything, determine the operating mode:

focused (default) — The user passes specific claims to check. Check only those.

auto — The user passes a document or block of text. Extract all verifiable claims automatically, then check each one per the scaling rules in Step 2.

If ambiguous, ask: "Should I check specific claims you're uncertain about, or extract and check everything in the text?"
