Feature to Plan

Overview

Convert a feature request — either freeform or seeded from a GitHub issue — into an EARS-format plan. Default target is a spec file under the repo's specs directory (default .github/specs/). The other target is one new GitHub issue with the same section set. This skill authors a new artifact; it does not rewrite an existing issue.

Phase 1: Orient   (read-only — resolve target, bind GitHub surface, draft outline)
        ↓
   Approval Gate  (present target + outline; wait for approval)
        ↓
Phase 2: Compose  (shared body; then 2A write file / 2B compose issue — create nothing)
        ↓
Phase 3: Validate (review the last reversible form; ≤3 rounds)
        ↓
  Create Gate     (issue mode only — then exactly one create)
