Context checkpoints and recovery

Keep the working plan outside the model's conversation window when an approved, supported store is available. Compaction may happen without warning, so save at meaningful boundaries, not only at the end. A checkpoint is a recovery record, not a transcript, permission grant, or claim that the task is complete.
