SUSPICIOUS. The skill is internally consistent with its stated purpose, but that purpose is to bypass third-party rate limits using a commercial rotating residential proxy network. There is no malware-like installer or hidden execution path, yet the skill forwards proxy credentials and all outbound traffic through BirdProxies and promotes large-scale scraping/evasion. Risk is driven by abuse enablement and intermediary traffic routing, not by supply-chain compromise.
