The skill's deploy scripts invoke "pnpm dlx wrangler@latest" (which will fetch and execute the wrangler package from the npm registry, e.g. https://registry.npmjs.org) at runtime and the skill relies on that tool for deployment, so it clearly fetches and runs remote code during execution.
