Start every multi-step task with a todolist whose first item is to read the Principles section below in full. The todolist is an intent, not a tool name, and every harness names the tool differently (TodoWrite on Claude Code, update_plan on Codex, a todo toolset on Hermes). Look for yours before you decide you have none, including through any tool-search facility your harness uses to defer schemas; the pstack-harness skill maps the names and the fallback. Only a look that came up empty licenses the fallback: a scratch TODO.md in your worktree or working directory when you can write files, otherwise a checklist in your reply kept current as items land. The principles ground every trigger here. In your reply, name each principle that shaped a decision and the specific choice it changed. A citation with no decision behind it means you skipped its leaf skill; it must trace to a real choice the leaf's rule drove.
