OpenTelemetry for Agents SDK (JavaScript/TypeScript)

Goal

Configure traces, metrics, and logs for an Agents SDK application, including the SDK's built-in telemetry and a local Aspire Dashboard. Make the smallest complete change that fits the project's module system, build process, package manager, and existing observability architecture.
