The skill requires runtime network fetches (via mcp_microsoftdocs:microsoft_docs_fetch or fetch_webpage) to load external Markdown such as https://learn.microsoft.com/en-us/azure/dns/private-dns-migration-guide which is injected into the agent context and therefore directly controls prompts/instructions as a required dependency.
