The skill explicitly requires fetching remote Markdown from Microsoft Docs at runtime (e.g., https://learn.microsoft.com/en-us/azure/devops/test/custom-fields?view=azure-devops and the other learn.microsoft.com links) via the mcp_microsoftdocs or fetch_webpage tools and injects that content into the agent context to drive responses, so the external docs directly control agent prompts.
