Ownership predicate

• The request is a read-only lookup of an existing canonical rule, schema, template, mapping, protocol, or command form.
• No edits, routing, owner selection, or runtime delivery are requested.

Writable surfaces

• none — beo-reference is read-only when operating as a runtime lookup skill.

Role constraint note: this is a role constraint for runtime lookups, not a repo-level file-system restriction. beo-author may write into skills/beo/reference/ when explicitly authorized for doctrine authoring work. A reader of beo-reference as a runtime skill should treat all reference files as read-only; a reader of beo-author should check beo-author's writable surfaces for explicit authorization.
