Setup modes

• check: read-only readiness report; default mode.
• configure-memory: authorized qmd/Obsidian/local learning setup.
• configure-agents: authorized repo AGENTS.md bootstrap or managed-block refresh.
• explain-degraded: explain missing optional tools.

Any write requires explicit user authorization.

Do
