In SKILL.md the required runtime path is a GitHub PR watch via MOAI_CIWATCH_GH=gh sh scripts/ci-watch/run.sh <PR_NUMBER> <BRANCH>, which ingests PR check results and failure logs (outsider-authored text such as commit diffs/CI logs can flow into the handoff JSON and be read by the workflow).
