The TypeScript guide includes a runtime fetch of a WASM module (fetch(url) → WebAssembly.instantiate) which fetches and then executes remote code at runtime via the downloaded prism.wasm (references/typescript.md shows the runtime fetch/instantiate), so this is a runtime external dependency that can control behavior.
