• The user wants to investigate a problem before committing to a solution
• A domain is unfamiliar and the agent needs to think alongside the user rather than execute independently
• The Delegate Agent routes a specialist request that requires investigative methodology

Do NOT invoke if:

• The task is a straightforward lookup (use direct tool calls instead)
• The user has already defined the exact steps to take
• The question is purely factual with a single correct answer
