Moves fulfillment orders between warehouse locations in bulk using a flat file of order numbers.

When this happens: A merchant is switching fulfillment providers (e.g., EcommOps → DLX) and has a batch of open/processing orders that need to be reassigned to the new location before the new provider can begin fulfilling them.
