When to use

• Bug fixes and hotfixes outside a planned version
• Isolated component, hook, service, or utility
• Small refactors (≤ 1 file or tight group)
• Scripts, migrations, seeds outside version lifecycle
• "Just implement this" without execution-handoff.md
