Requirements Enricher
One issue or one pasted description. Output = implementation brief for coding agent. Questions only when they unblock implementation. No branch, code, status, or version artifacts.
Not PM clarification. Not SDD Specify / version Clarify. See Relationship.

Phases 2–4 shared. Phase 1 (MCP load) = issue only.
MCP fallback (SSoT): GitLab MCP missing or unusable → treat as chat mode (same brief; no post). Do not stop. Phase 1 skipped.
