Eval Author: audit

Purpose

Read the eval-author core skill for the shared standard, vocabulary, and boundaries. This sub-flow generates and validates a finite coverage denominator from <ethos_path> and reviewed audit items, then can measure ATIF traces and aggregate coverage reports against it. It identifies coverage gaps and recommends improvements grounded in the findings and evidence limits, then writes a human-readable audit-coverage-report.md and reviews it with the user. Detailed task proposals and task creation remain in the separate improvement handoff.
