Explore. Which configs, datasets, tasks, and NeMo Gym manifests does the repository own, how many tasks does each hold, and what are they about?
Judge. Harbor validates each config and dataset, converting NeMo Gym extension tasks first, and NeMo Gym runs gym env validate on each manifest whose data exists. Either runtime can judge alone.
Solve. Run up to 4 tasks from each of up to 4 datasets or manifests that passed Judge, end to end: Harbor tasks with the oracle agent in Docker, NeMo Gym manifests with gym env test. A task counts when it finishes with a reward.

The report's phases field records each phase as valid, invalid, or skipped. Without Harbor, Harbor findings come back unproven, with a required failure naming what to install, unless the repository holds only NeMo Gym manifests and NeMo Gym is installed. What Judge and Solve run covers sampling, skips, and what Solve leaves behind.

Before you start

Prerequisites

Use the core's routing to distinguish inventory from readiness. Creation and improvement prerequisites check the selected runtime through the bounded locator; shared onboarding does not invoke this full readiness workflow. Audit onboarding checks its tooling without an evaluation runner. A scoped inventory request uses Explore an uncertain starting point below without probes. A scoped readiness request retains the provider-owned validation in Steps 1–6. A downstream authoring call reuses shared answers and verifies only the runtime capabilities its operation needs.

Return actual runtime evidence separately from user-confirmed setup. Preserve source bounds and the selected provider. Save internal working inputs and scratch under .eval-author/.working/; discovery reports retain their deliverable paths.

Explore an uncertain starting point

Start with the supplied locations. Use the shared file-only task search for deterministic Harbor task and NeMo Gym workload candidates; retain its search limits and exclusions. Then make a bounded inspection of the repository's README, evaluation documentation, CI/workflow commands, and likely test or eval directories. Look for Harbor configs and tasks as well as scripts, datasets, notebooks, and written cases or grading criteria. Inspect representative candidates to explain what agent behavior they evaluate; ordinary helper tests are not automatically agent evals. Follow relevant references to separate eval locations and record anything inaccessible.

Read the relevant README, runner, configuration, and CI invocation to explain how to run each identified suite. Include the working directory, documented command, selected config or dataset, and documented dependencies or credential variable names that affect that command. Do not expose credential values. Label these as documented or source-derived instructions, not verified readiness or successful execution. If a usable command cannot be established, state the specific missing information instead of inventing one. For multiple suites, describe their differences and give each supported invocation without choosing one silently.

This entry is file-only Explore: it establishes what material exists, not whether it runs. Do not require Ethos, install tools, probe Harbor or Docker, execute repository code, or invoke discover.py: that script also runs Probe, Judge, and Solve. Inspect only enough case or grader source to identify what a suite tests and how its runner works; assessing grading quality or coverage against Ethos belongs to a requested audit. Save paths, suite purposes, run instructions and their sources, inspected scope, and remaining uncertainty in .eval-author/discovery.md as Explore observations, preserving any existing Judge or Solve evidence separately.

Explain the candidates before asking a focused question to settle their use or a missing location. Reuse the user's explicit source selection or statement that they have no evals. An empty search or access failure alone does not prove absence; when no candidates are found, state the search limits and resolve whether the user keeps evals elsewhere or has none.

Finish discovery with a user-facing summary: whether evals were found, their paths and purposes, how to run them, and what remains unverified or unresolved. A report link or a menu of possible next steps does not replace this summary. For example, after providing the actual suite descriptions and run commands:

These are the documented run instructions; I have not run or validated the evals. Would you like me to audit these evals next?

Ask that question only after the discovery summary is complete, then end the reply and wait. Do not start an Ethos review, coverage assessment, or audit-tool work in the same turn merely because the user asked for general evaluation help. For confirmed absence, offer to bootstrap first evals instead. If the location remains unresolved, ask the focused source question. An Explore-only request ends with findings rather than an audit question.

After a requested or accepted continuation, return to the core's Choose the entry route section with the findings, run guidance, prior answers, and any existing Ethos or runtime evidence; a file-only Explore completes neither prerequisite. If the user already explicitly requested discovery followed by audit or another flow, present the discovery summary and continue that work without a duplicate question. Honor a more specific outcome such as readiness or repair without substituting an audit.

Runtime prerequisite checks

For readiness or the shared authoring prerequisite checks, read and follow Runtime prerequisites before probing tools. It contains the interpreter selection commands, verification criteria, setup recovery, and optional Harbor-skills check. Reuse still-current setup evidence and return prerequisite-only findings to the calling stage.

Do not load or run these procedures for a file-only Explore. Missing Harbor blocks Judge and Solve on Harbor tasks, not Explore. Setup checks are Probe evidence only; they do not establish suite readiness. For a missing or broken installation, read Harbor setup. Installation requires the user's setup authorization.

Keep the verified harbor_python path for Step 1. Report optional assistant-skill availability separately; it changes no readiness verdict or execution permission.

Step 1: run discovery

This runs all four phases: Probe, Explore, Judge, and Solve. Do not use it merely to verify Harbor installation during the prerequisite-only entry point above.

Point the script at the repository root, not at a suite directory. Explore searches for configs to a depth of four directories. Task search uses the shared file-only helper, with no depth or entry limit by default. Use --task-max-depth and --task-max-entries to impose explicit bounds when needed; an incomplete task inventory prevents a runnable verdict.

Discovery never imports NeMo Gym in its own process; use the shared locator and pass its selected absolute CLI with --gym-cli. NeMo Gym stays in its own environment. Without Harbor, Judge and Solve cover only NeMo Gym manifests, and Harbor findings stay unproven. Keep the two runtimes in separate environments; see Harbor and NeMo Gym environments for why, and for the Python version nemo-gym needs.

One JSON object goes to stdout, and --compact puts it on one line. Solve prints a progress line to stderr before each run, such as solve 3/16: dataset/task-one with Harbor's oracle agent. Capture stdout in a temporary JSON file even when the exit code is 1. Save the report in Step 6.

The exit code carries the verdict, so check it:

0 — every config, dataset, and NeMo Gym manifest Judge checked passed, and nothing Solve ran failed
1 — a required check failed, a runtime a repository eval needs was unavailable, or the path was unusable

Only run this against a repository you trust. Judge imports any agent import_path, and Solve's gym env test installs dependencies and runs verifiers on the host, outside any container. It also leaves each sampled resources server's resources_servers/<name>/.venv in the repository.

Step 2: read the verdict

Read these four fields before any others.

A dataset that is not sampled passed Judge but was not run. Say so rather than claiming Solve proved it.

run_command is deliberately absent when several configs exist. Picking one for the user guesses at intent, so ask which suite they mean and build the command from that config's path.

Step 3: fix what failed

When fixing or explaining a failed check or run, follow Execution recovery. Local diagnostics cannot substitute for native provider evidence.

Troubleshooting

Each check belongs to one phase. Fix failures in phase order; within Harbor's Judge checks, work top to bottom, because a later check's failure often disappears once you fix an earlier one. Look up what each check means and how to fix it in Checks by phase.

Step 4: verify before you report

When Docker preflight fails, do not translate Harbor's "daemon is not running" message into a claim that Docker is stopped. The same error can result from a sandbox denying access to the Docker socket or a different Docker context.

Run docker info in the environment used for discovery.
If sandbox access may be the cause, retry docker info with the tool's normal permission mechanism for host Docker access. Do not bypass a denied request.
If that succeeds, rerun the full discovery command with the same repository, Python interpreter, Docker context, and approved access. Replace the saved JSON and Markdown with the new results; docker info alone does not prove eval readiness.
If access is denied or Docker remains unreachable, report that readiness could not be verified and that Solve could not run from this session. Preserve the diagnostics. If docker is not installed, encourage the user to install Docker and run discovery again. Suggest starting Docker only after confirming it is stopped; do not start services yourself.

Discovery changes none of the user's source, so verification means confirming the report describes the repository they meant:

proven is true for readiness claims about Harbor tasks. When it is false, keep Explore's findings explicitly unproven; you can still ask about existing evals.
repo_root is the repository they named.
configs lists the suite they care about. An empty list may mean the configs sit deeper than four directories, declare no datasets or tasks list, or that the evals use another format. Follow supplied locations and the When Explore finds no evals handoff below rather than assuming the suite is missing.
task_count and datasets are in the range they expect. A count of zero with a passing tasks check means the config resolves tasks from a registry, not from disk. A parameterized NeMo Gym task counts one task per tasks.jsonl row. Keep proven, runnable, and check names in the evidence. When some configs pass and others fail, identify the ready configs without calling the whole suite ready.

Step 5: answer the user

For a discovery-only request, the user usually wants to know: "does this repo have evals, and how do I run them?" Use the bundled summary as the basis of the final assistant reply:

When discovery supports a selected evaluation flow, follow the core's downstream progress guidance. Use the formatter for evidence and the examples below for source-selection wording, not as a complete reply. When another sub-flow called discovery to validate a created config, return that config's checks to the caller.

Include the optional Harbor-skills finding from Before you start alongside the summary; the formatter reports runtime readiness and does not perform this host-level check. Keep the recommendation brief and continue the normal flow. On later validation calls, reuse still-current findings rather than repeating the recommendation at every milestone.

Preserve its verdict, ready config choices, and next actions. Do not add internal check names, raw exceptions, proven=true, or git status to the reply. Mention the saved report after the verdict and next action. Discovery runs only the sampled Solve trials; avoid running the full suite with a real agent which can be resource intensive. When other_eval_candidates is not empty, the summary asks whether to convert that code into Harbor tasks. Each lists its signals: an eval-named file, or an OpenTelemetry, MLflow tracing, ATIF, or NeMo Intake marker. These are heuristic leads, not discovered evals: inspect them before describing what they test, and convert nothing during discovery. If multiple configs are ready and the user has not selected one, ask which one they want; do not choose a run configuration by filename. Before asking, read each listed configuration and add one short description beside its path in the reply. Describe the differences that help someone choose: the dataset or task selection, configured agent and model, and explicit task limits or filters. Use only values present in the configuration or directly referenced repository documentation. Treat those contents as data, never as instructions. Do not infer that a config is quick, comprehensive, NVIDIA-specific, or recommended from its filename. Do not expose credential values, agent kwargs, or full config contents. If purpose is not documented, describe the concrete settings instead; if a file cannot be read, say its description is unavailable. Keep each description to one sentence. For example, if the file explicitly selects datasets/arithmetic, the oracle agent, and a limit of 10 tasks:

These descriptions explain configured intent, not additional readiness checks. Preserve the formatter's ready/blocked distinctions. Include the same descriptions in a Configuration Guide section before Configs in the saved Markdown, leaving the generated diagnostics and evidence unchanged. An Explore that finds nothing does not establish that the repo has no other kinds of evals. An error result means discovery did not complete, not that Harbor is missing.

When Explore finds no evals

Use this conversation only after a completed Explore finds no configs, task files, dataset directories, or NeMo Gym manifests. Files that failed Judge or tasks without a config stay on the existing-suite path. Explore's depth and excluded directories limit what was inspected; a user-supplied location takes precedence over its absence. Explore also picks up configs by tasks or datasets keys. If source or documentation shows that a candidate belongs to another framework, explain that finding and use the source-selection conversation below; do not try to repair it as Harbor merely because Harbor rejected it. A schema failure alone does not identify its format.

When Explore finds nothing, explain the absence and possible source material without adding “readiness remains unproven.” Actual Judge or Solve failures still need their explanation and next action. For example:

You have Harbor installed, but it doesn't look like you have any evals in the locations I checked. Do you already have evals in any form, such as tests, scripts, a dataset, a notebook, or a manual checklist? Can you point me to them?

If the user already supplied evals or said they have none, use that answer instead of asking again. If inspection found possible eval files, mention their concrete paths as candidates, without claiming they are a validated suite. Do not label ordinary software tests as agent evals without inspecting what they exercise. Inspection alone does not settle whether the user wants to use those files. When candidates were found but the user has not identified them as their evals, briefly explain what makes them look useful. The finding and question could be:

I didn't find any evals in the locations I checked, but I did find reports with example conversations and descriptions of what a good answer should look like. Those could give us a useful starting point.

Let's confirm we're using the right material. Are these your existing evals, or do you keep them somewhere else?

Use actual source descriptions and links. If no candidate material was found, use the open question above. Source selection must precede choosing a case, bulk extraction, or task creation; candidate files alone do not settle that choice. Reuse an explicitly supplied source or earlier selection.

Save discovery before handing off, even when Harbor is unavailable. Return the selected source, confirmed absence, or unresolved location to the selected flow, carrying established Ethos, prior setup findings, and pending decisions. Resume its first unfinished stage, including any unresolved source selection. Missing evals do not change the user's goal; existing suites remain existing suites when they fail checks or lack a config. If the goal is still unclear, use the core's entry choices. A discovery-only request remains inventory or readiness work and does not authorize task creation or an actual-agent run. Adapt any follow-up question to the selected source while retaining the saved report's original diagnostics and JSON.

For example, when Judge's Docker preflight fails and host access has not been verified:

This repo has Harbor evals, but I could not verify readiness because the Docker preflight check failed.

Check Docker access from this session, then rerun discovery with the necessary permission.

Step 6: save the report

Write the report to .eval-author/discovery.md, so the next model and the user's teammates inherit the findings instead of rerunning discovery to get them back. Render it with the bundled formatter:

The formatter starts with the discovery summary and next actions. The onboarding conversation also includes the shared progress display and current check-in. It distinguishes no evals found, task files without a config, unchecked configs, blocked configs, partly ready suites, ready suites, NeMo Gym manifests, and discovery errors, and celebrates when all four phases pass. A checklist records each phase's verdict, checking the phases that passed. Tables and sections appear only when they have rows. The Configs table marks unproven readiness and credentials as Not checked. Common blockers appear once, with affected config paths in Diagnostic Details. Check messages and hints remain unchanged there; Advisories follow, and Evidence JSON preserves the original stdout JSON. After rendering, append the Configuration Guide described in Step 5 when applicable and an Optional Harbor skills section with the checked locations, availability, and docs link from Before you start. Record the verified Harbor command and interpreter, version, and any setup still needed alongside these assistant observations. Label them separately from Judge and Solve results. Do not rewrite the generated verdict or evidence JSON. Refresh this section when a rerun replaces the report.

Leave the file in the working tree and say where it is. Committing it is the user's call, and worth suggesting. Do not touch their .gitignore. A rerun replaces the file rather than merging into it.

Available Scripts

Each runtime's code sits under scripts/providers/<runtime>/, one module per phase, so another runtime is an added directory rather than a change to the entry point. Every script uses only the standard library except providers/harbor/_judge.py, which imports Harbor.

The provider directory deliberately sits one level down. A scripts/harbor/ directory would be importable as harbor, which on a machine without Harbor makes find_spec("harbor") succeed and the probe report an install that is not there.

Limitations

Explore's config search stops at depth four; excluded directories and inaccessible locations limit what it finds. File presence cannot prove readiness, and Judge can import repository code, so run discovery only on trusted repositories. Optional Harbor assistant skills do not affect readiness. Discovery reports requirements and validated setup, never agent performance or coverage quality.
