Local ATIF privacy handoff

For a local ATIF file passed toward task construction, follow the ATIF source handoff. This branch starts before Intake CLI resolution and needs no Intake access. It owns scrubbing, the contextual privacy review, and the observation evidence audit. Use source adapters for normalization and the evidence audit contract for review coverage.
