ATIF source mode

For a user-requested task from an ATIF trace, use the shared ATIF source handoff: privacy review, candidate admission, environment preparation, construction and native qualification. This source mode does not require an audit gap and does not claim coverage closure. Skip the audit selector and gap-only scaffold/acceptance steps; use the selected provider's native task initialization and the handoff's qualification procedure. For audit-gap requests, retain Steps 1–8 and their measured eligibility rules. Proposal-only requests still stop before construction.
