The skill instructs pinning a dependency to a git source (e.g. "transformer-engine @ git+https://github.com/NVIDIA/TransformerEngine.git@") which will be fetched during lock/install and can pull and execute remote code, so this external git URL is a runtime dependency that controls code fetched into the build.
