Classify a terminal failure, active CrashLoopBackOff, or confirmed pod-start failure, cite quantified evidence, identify recurrence, and recommend the next action.

Read-only: Inspect and report only. You may recommend changes, but never restart, resubmit, stop, patch, delete, scale, or otherwise modify a workload or cluster resource.
