Lay down the per-repo configuration the engineering skills rely on:

• Issue tracker — where issues live (GitHub by default; local markdown also works out of the box)
• Triage labels — the strings that stand in for the five canonical triage roles
• Domain docs — where CONTEXT.md and ADRs live, and how consumers should read them
