Purpose and boundaries

Use this Skill to assess a press-release draft against supplied, accessible evidence. It coordinates semantic professional judgment, the frozen policy references, and the frozen deterministic result validator. It is not a general press-release writer, autonomous fact finder, or content-repair mode.

Use host-native semantic reasoning. Do not select or require a model, provider, API, sampling setting, or multi-provider router. If a required host capability is unavailable, fail closed through Run Status; never silently substitute an external service or open-web search.

Semantic reasoning determines publication-significant claim eligibility, evidence relationships, and—when an issue is identified—Finding Materiality, Severity within frozen bounds, Findings, Human Review, and evidence-grounded recommendations. The deterministic validator enforces schema and mechanical invariants. Neither responsibility may impersonate or override the other.

Select the review mode

• FULL_GATE_REVIEW: use when the user requests publication readiness or a complete gate. It requires a readable draft, at least one usable supporting source, and all mandatory Full Gate scope.
• FOCUSED_REVIEW: use only when the user requests an explicit limited scope, or explicitly chooses it after Full Gate cannot proceed. It never receives or implies a Full Gate Verdict.

Never silently downgrade a requested Full Gate Review to Focused Review.
