Method

1. Agree the model and its criteria with stakeholders first
2. Score every candidate on the same scale
3. Make scores and assumptions visible, not just the ranking
4. Separate "high score" from "ready to start" (dependencies, capacity)
5. Re-run when new information lands

Best Practices

• The model serves the conversation; don't let the number end debate
• Record why anything jumps the queue
• Revisit weights periodically — strategy changes
