Write Release Changelog

Portable across any repository whose fixes ship through GitHub releases and whose product feedback lives in a dedicated tool (Featurebase, Canny, Productboard, Frill, …) — nothing about the repo, org, or tool is hardcoded.

The ceremony is the release-time comms phase: the public changelog, per-item public replies, and status → complete, none of which happens before the release is live. The close-time private note ("resolved in code") is a separate phase, out of scope here.
